This is the lace. Valencienne is hard to determine....

I think it is hand made Valenciennes. I can see threads entering the little oval spots, traveling through the spots. Also there are lots of tufts of cut threads at the top and bottom of the solid cloth bits. This was typical in antique Valenciennes. Threads were temporarily moved into the dense parts then cut off.
