The International Old Lacers, Inc. has a Torchon Proficienty Program and a Torchon Mastery Program.  On their web page you can find an email address to make inquiries about these.

I believe the mastery program includes designing.   I have not worked through these myself.   If any one has actually worked through either of these, please comment and let us know how it worked for you.

From Louise Colgan (August 2015):

Torchon Technical Proficiency:  Work 23 designs in Torchon Lace which are progressive in difficulty; answer questions related to the pieces and document your work.  Include a written introduction to Torchon Lace, bibliography, and lacemaker’s statement.

Torchon Mastery:
Prepare multiple original designs for a list of Torchon design elements; reconstruct a pricking for a given sample of old lace.

NOTE:   The Torchon Mastery program requires original design work to be submitted by the candidate.

I have started the program. Actually I have received the CD, looked at the contents and realized I am going to need to really blow up the examples to see the lace and that I have no idea what a Winkie pin edge is.  So this means i must be getting old as the old eyes are not what they used to be and i need to dig in and do my research. I am excited and  a bit  am looking forward to making this attempt. Any suggestions are greatly appreciated. Cheryl

I have a page on my personal website for basic stuff. It includes a section on various edges and their names. It explains "winkiepin" edge and "sewing edge".
